Dumuzi is at once a legendary king and a god. The Sumerian King List names a 'Dumuzid the Shepherd' among the antediluvian kings of Bad-tibira and a 'Dumuzid the Fisherman' among the early kings of Uruk; in cult he is the shepherd-god and the consort of the goddess Inana/Ištar. In 'Inana's Descent to the Netherworld,' when Inana returns from the underworld she yields Dumuzi to the demons as her substitute, and a seasonal alternation is arranged whereby he and his sister each spend half the year below — the core of his identity as a 'dying god.'
