Yehoshua ben Perachya was a leading sage of the second of the Zugot (Pairs), serving as Nasi alongside Nittai of Arbel in the late Hasmonean period. He is best known for his teaching in Pirkei Avot (1:6): 'Make for yourself a teacher, acquire for yourself a friend, and judge every person favorably.' During the persecution of the Pharisees and Sages under the Hasmonean king Alexander Yannai, he fled from Jerusalem to Alexandria in Egypt, returning only after Shimon ben Shetach sent word that peace had been restored (Sotah 47a; Sanhedrin 107b).

Jerusalem in the Zugot era was a city perpetually caught between empires, its Jewish identity sharpened by the very pressures that threatened it.
