Emperor Guangwu of Han

Emperor Guangwu, born Liu Xiu, was a descendant of the Han imperial house who rose amid the chaos following the fall of Wang Mang's Xin dynasty. Defeating rival contenders over more than a decade, he restored the Han in 25 CE, founding the Eastern (Later) Han with its capital at Luoyang. He reduced taxes and military burdens, resettled the population, and re-established stable centralized government, ushering in a period of recovery and consolidation.
