Peter the Great

Peter the Great ruled Russia from 1682, governing in his own right from the 1690s until 1725. Determined to modernize and Westernize his country, he reformed the government, military, and society along European lines, even traveling in Western Europe to study its techniques. He defeated Sweden in the Great Northern War, securing access to the Baltic Sea, and founded the new capital of St. Petersburg. In 1721 he proclaimed the Russian Empire and took the title of Emperor.
