Rabbi Tzvi Pesach Frank (1873–1960) was one of the preeminent halakhic authorities of twentieth-century Jerusalem and a revered teacher of Torah. Born in Eastern Europe, he settled in the Holy Land and became known for his meticulous scholarship, penetrating logical mind, and unwavering commitment to Jewish law. He served as a posek (halakhic decisor) for Jerusalem's Jewish community and was consulted on matters of great complexity by scholars across the Diaspora. His published responsa, known as Har Tzvi (named after his given name), demonstrate his mastery of the entire Talmudic corpus and his ability to synthesize sources across generations. He was deeply respected by his students and contemporaries for his integrity, humility, and dedication to the precise application of halakha in modern circumstances.

Born in Kovno, where he received his early education in the Lithuanian yeshivas and studied under Rabbi Eliezer Gordon before continuing his learning on his own.
Kovno (Kaunas) was the Lithuanian Torah center where R. Yisrael Salanter taught and the Slabodka and Kovno Kollels flourished. R. Yitzchak Elchanan Spektor served as its chief rabbi (1864-1896), making Kovno the responsa capital of Lithuanian Jewry. R. Avraham Dov Kahana-Shapiro (Devar Avraham) succeeded him.
